H. Ronald Sawl - Founding Partner
H. Ronald Sawl is a member of California State Bar practicing in Fresno, California. He received his degree in law
in 1984 from San Joaquin College of Law and completed his law enforcement training at State Center Police
Academy in 1989. He is a recognized expert in Use of Force by the Superior Court and is licensed to train in these
areas by the Department of Justice, Bureau of Security and Investigative and Services, and the California Bureau
for Private Postsecondary and Vocational Education.
Since 1995 he has served as director of the Police Science Institute in Fresno which specializes in the training of
private sector law enforcement. Mr. Sawl developed California’s only accredited program in security
transportation in 1996.
Mr. Sawl is an active reserve with the Fresno County Sheriff’s Department where he has served in a variety of
areas including Commander of the Air Squadron. The Air Squadron is often called upon to conduct prisoner
transportation for the Department. In 2001, Ronald Sawl received the Lifesaving Medal with Valor.
Dr. William Schiff - Founding Partner
Dr. William Schiff is a Board Certified Urologist practicing in Fresno, California. He earned his B.A. in Social
Ecology with a minor in Criminal Justice and Mental Health in 1977 at U.C. Irvine In 1982 he was a awarded
his Medical Degree, from Chicago Medical School and completed his training in General surgery and Urology in
1988 at Los Angeles County Medical Center. His medical training included extensive involvement with
prisoners requiring medical care in both Cook County and L.A. County hospital facilities.
In addition to his work in the medical field he has been employed in the private sector in investigation, served as an
expert witness in criminal trials and continues to consult with legal teams in case management as it relates
to medical issues Prior to pursuing his current clinical responsibilities in medicine, he developed programs and
trained staff in assertion training, management of aggressive psychiatric patients and crisis” hot line”
intervention.
Dr Schiff continues to be an active National lecturer in areas of medical science, prevention of workplace violence,
clinical applications, and marketing and motivational issues. He serves as Medical Director for the divisions of
Medical Research and Education at Urology Associates of Central California and is Associate Professor of
Family Practice at U.C San Francisco. He is a principal in Security Transport Corporation.
Ken Watkins - Director of Operations
Ken Watkins has joined Monterey Private Security as Chief Director. He has over 28 years experience in security,
safety and investigations. He was formerly employed as a Firefighter with the California Department of
Forestry, and has been trained and Certified as an Emergency Medical Technician (EMT).
Mr. Watkins began his career by working with several major corporations as a loss prevention officer and
investigator. He holds a Bachelor of Science Degree in Criminology (law enforcement), graduated Deans List,
and was inducted into Alpha Phi Sigma, a national criminal justice honor society. He consulted as an investigator
and loss prevention specialist for several large agencies. In 1989, obtained his California State private
investigator’s license and established Watkins Investigations & Intelligence.
Mr. Watkins has studied at San Joaquin College of Law where he focused on Tort Law, with a major emphasis in
negligence and premises liability. He has continued to consult and instruct in the areas of security & safety
as a Distribution Center Loss Prevention Officer and Training Coordinator.
Most recently, Mr. Watkins has continued his career as an investigator with major emphasis in insurance claim and
fraud investigations.
Monterey Private Security and Public Safety continues to grow as the leader in uniformed security, plainclothes
security, CCTV surveillance operations and event medical responders. Mr. Watkins will bring his expertise in
these areas to further improve the quality of the services we offer the central coast.
